The plans include proposals for zoning changes throughoutg the area and infrastructure improvements in thePincg District. Center City plans to release the redevelopment plan to the public in the coming Although the plan proposes several improvementsz that could spur development inthe area, the futuree of one of the Pinch District'ws key anchors, The Pyramid, remains a Despite this uncertainty, Andy Kitsinger, vice president of planning and developmentg for Center City, says the redevelopment plan was designedc around the idea that The Pyramid woulr bring traffic in the but did not plan on any specificx use for the site.
"Regardless of whichn alternative is chosen for the reuse of The the plan accommodates an increase in use in a majo investment in that he says. The plan lays out several possible solutionse to development issues identifiedby ' study of the Downtownn area. ERA's study showed that the Pincjh District and surrounding area consist of a low densituy of residents and employers with very fewretaipl developments. Center City's redevelopment plan calls for rezoning sincwe much of the area is zoned which is a big hindrance toattractingh developers, Kitsinger says.
"It's very unprotectedr and that's the only zoning in Memphis and Shelby Count that you can locate a sexually oriented he says. Center City's redevelopment plan calls for land currently zonede industrial to be rezonedas mixed-use and high density residential. The plan also proposes changeas tothe 45-foot building height restriction to 65 feet in the Pincj District to encourage larger "It increases the density that is necessaryy to support commercial (developments)," Kitsingeer says. "We need a lot more people living in that Besides thePinch District's zoning issues, the area also facea the need for infrastructure improvementas and better access points.
Currently, driverws exiting I-40 on Riverside Drive or Third Street have no optionz togo north. The Pinch Distric provides very little in the way of an entrancrefor pedestrians. The I-40 bridgs which runs over Main is dark and Kitsinger says, and Cente r City sees an opportunity to "usse it as a gateway similar to what Cooper Young has done." Other recommendations that Kitsingef has received and has propose in the redevelopment plan involve using the rich historixc sites of the area to build education on where the Blufft City was founded.
Buddgy Barnett, principal in , , suggested the idea and says he hopees the plan for the Pinch District will encourage more people to appreciatse the history ofthe neighborhood. "It is the originak founders' location for the city and my businessz is inthis neighborhood," he "The locations are not marked properly. There needs to be a historicalp walkingtour plan." The area surrounding the Wolf River Harboe is included in the Center City plan. There are abouy 53 undeveloped acres that exist inthe 100-yeare floodplain.
